Senior long-term care insurance covers senior care services like in-home care. Coverage depends on the insurance provider and the age at which the beneficiary is signing up for coverage. Most care insurance plans cover care once a beneficiary needs assistance with at least two activities of daily living, meaning that older adults who only need companion care services may not be covered by their long-term care plan.

Private Pay

There are different methods of payment available for those who have the resources. A private pay option is one of the most streamlined. Respite aides earn an average of about $5,000 per month and home care aides earn about $3,000.

Aid and attendance

Aid and Attendance

Veterans who qualify may find financial relief for care services at home through the Aid and Attendance benefit. This benefit is designed as a supplement for veterans who need regular assistance. It’s a resource that acknowledges their service and supports their wellbeing, helping to manage the costs of necessary care. This benefit is an additional monthly payment that veterans can receive on top of their regular pension. The funds from Aid and Attendance do not cover the cost of in-home care directly but can help with the cost of a veteran’s care plan.

In order to qualify for Aid and Attendance, Veterans must meet several requirements in addition to being eligible for the Veterans Affairs pension. There are four criteria that clients need to meet, such as requiring assistance to complete activities of daily living, in order to receive the benefit, which amount is determined by several factors.

Medicaid

Medicaid provides coverage for in-home care for qualifying individuals who have a medical and financial need for such care. To determine what type and level of care are needed, older adults may take a medical evaluation. Families who need financial assistance can use a Home and Community Based Waiver (HCBS) program to self-direct their supportive healthcare services.

72% of nursing home residents in Georgia rely on Medicaid to help cover the cost of care. Medicaid provides essential medical services, like assisted living facilities and supportive healthcare, that families might not otherwise be able to afford. Medicare

Although Medicare typically doesn’t extend to at-home care services like senior companion care or personal care, there are some circumstances in which Medicare will cover supportive healthcare- with certain conditions in place. To be eligible for this coverage, the client must meet certain requirements. The care recipient must:

  • Be under a doctor’s care and receive services according to a plan that is regularly reviewed and updated by a doctor
  • Have a doctor’s certification that they need intermittent skilled nursing care or therapeutic services, or are confined to their homes
  • Receive care from a supportive healthcare agency that is Medicare-certified

Medicare only covers personal care services if they are part of a larger plan that includes skilled nursing or therapeutic services from a Medicare-approved supportive healthcare agency.

How Medicaid Can Be a Lifeline for Seniors

The Community Care Services Program (CCSP) helps older adults and those living with an injury or illness to stay in their homes or communities instead of moving to an assisted living facility. People who get care at home through the Elderly and Disabled Waiver must meet the requirements for Medicaid and also have:

  • a need for the level of care that a nursing home could provide
  • needs that can be met by the program, within the cost set by the care plan
  • limitations that make it hard to be independent and do everyday activities
